Build to Rent and Moveable Dwellings Case Studies
Regional Cities NSW (RCNSW) has published a paper, Build to Rent and Moveable Dwellings Case Studies.
The paper explores how councils are servicing developments that are home to hundreds of residents but are rated as a single property, leaving councils to bear the full cost of roads, waste, stormwater, compliance and community facilities.
The paper was written in response to the introduction to the New South Wales Parliament in September of a bill that extends tax cuts to encourage the construction of build-to-rent homes.
While RCNSW recognises that current housing supply and affordability challenges mean that people are seeking to find alternatives to the quarter acre block, there is also recognition this new style of housing risks creating a financial shortfall that threatens the quality of services and the integrity of planning across regional cities.
To ensure housing growth in the regions is safe, equitable and financially sustainable, Regional Cities NSW has proposed practical reforms including:
redefining moveable dwellings;
reforming the rating system to ensure council revenue grows in line with housing supply; and
allowing councils annual income uplifts linked to net new dwelling approvals to ensure revenue keeps pace with development.
Regional Cities NSW will advocate for these policy changes when it meets with its State Government partners, including Planning Minister Paul Scully and Local Government Minister Ron Hoenig.
